Serves at least 15 connections and/or 25 or more people, at least 60 days of the year.

The 1996 reauthorization of the Federal Safe Drinking Water Act mandates that all Non-transient / Non-community Water Systems meet the following requirements:
- Required water testing and reporting.
- The water system be maintained by a state certified operator.
- Meet Continuing Education requirements.
- Maintain required records and meet system management requirements.
- Maintain required records and meet system management responsibilities.
Pennsylvania Rural Water Association have been providing technical assistance and support for over 10 years. As a response to these new regulatory developments, PRWA has developed a membership specifically tailored to fit these needs.
